 The Office of Strategic Partnerships (OSP) is “strategic” in implementing FHSU’s “strategies” for enrollment increase and revenue enhancement. OSP identifies, negotiates and manages relationships with international universities, community colleges, corporations, and associations whereby students enroll in FHSU’s courses and earn bachelor’s and master’s degrees. There are two types of partnerships that are popular: (1) Cross Border partnerships whereby FHSU sends faculty “cross border” to the foreign country to live and teach students who never come to Hays and graduate in their foreign country; (2) Study Abroad partnerships where students come to FHSU in Hays to study at the undergraduate and graduate level; some graduate in Hays, and others return to their native country to graduate.
Since 2000, FHSU has had successful partnerships in mainland China. FHSU began with 40 students and today is serving 3,600 students with five different bachelor’s degrees. FHSU has graduated over 8,000 students since the beginning and these students are either employed in multinational corporations, Chinese organizations and associations, government agencies or many of them are attending graduate school in China, the United States, or other foreign countries. Dr. Hammond and members of the Kansas Board of Regents have traveled to China and attended spring graduation ceremonies modeled after those in Hays.
FHSU desires to diversify its relationships and OSP is currently active in investigating other universities, particularly in Cambodia, Turkey, Dubai, India, and Korea.
